Bus bars (glow plug rails)

Can any1 please tell me with the 2 bus bars on a gq rd28 ,short and long ,does the short sit on top of the long or the long on top of the short???

Hi!

The long bus should be on the bottom and a short bus should be mounted on the top of the glow plugs.
