Water from Dash Drivers Side

Hi all, for a while i have had water under the dash when it rains. It appears on the drivers side floor and on the drive shaft dome in the centre of the dash. I have today driven the car after months of being parked up and water poured out on my feet. it appears to be from the dash support bar. I have rusty marks around the three holes on the drivers side. See photos.

any ideas where this could be coming from.

Most likely the seals on the panel that the wipers poke through. Cant thing of the correct name of it at this point lol
