Nope doesn't look like Raslarr and he makes it very clear that a rear bar is his, either has his name laser cut into it or a plate welded on with his name.

true enough, wouldnt mind something similar with wheel carrier and made for a quarter chop

Thinking it could be a racebred non quarter chop one. Looks a bit like their style not sure about the light chop outs and the little drop down bit for the step tho. Can't find their bars on the Web just bits and pieces they do on their ebay store.
Pretty good job of its a home made you'd need a pretty good press to fold that up. It's a very nice bar tho. . .

That bar was made by a member here over in Sth America somewhere.
and yes a very tidy bar
