2.8L cooling system question

Seem to have a hole in the engine component that the top radiator hose connects to in my 2.8 patrol. Can someone tell me what this component and how hard it is to replace. I have a gregory's manual but cant find the answer anywhere.

Can this water outlet be replaced as an independent part?
