Does anyone know what the people who sit at roundabouts and traffic lights are doing taking notes. All i can think of is style of car (4x4, sedan, ute etc) or colour.
Its been happening on and off for a few years now and google cant help.

Yeah just traffic surveys to help with road building decisions.

In an age of facial detection software, number plate recognition and lots of other recording and data processing options I would suggest the dudes with the pencils and pads are Amish undercover agents counting the number of carts, sulkies, drays, wagons or riders
