is doing the quater chop legal, A guy in the 4WD club I'm in says that he has heard of people getting knocked back on insurace claims etc. I'm wanting to do a chop myself as I'm sick and tired of mangling the panels when off road, So what are the legalities as far as the police, dept of transport, and insurance claims?

Ring your local compliance station and if they say its legal without an engineering certificate get it in writing, I have not heard of any state in Australia needing an engineering cert for a rear quarter chop.

that first document is from 2011 one would think there would be a more recent one? i know you would have done your homework though steve, just thought thats a while back now.

This Doc is current as it was used by the engineer that just approved my rear chop on the Troll
The only concern the OP may have is the fitting of Mud Flaps. If the car is not fitted with them the car could be deemed un-roadworthy. That could be used be a insurance mob to reject a claim.
