Would they have local and overseas fee different ? I get charged 4% buying from china but never looked at local ebay purchase pay pal fees

Buyers don't get charged any fees through paypal as far as I know. Its only the sellers that cop the charge

But if the Chinese advertise an item at x amount and you request to use paypal they will tell you that there is a 4% ( on purchase and postage ) fee payable to use it they don't wear the cost.

Edit: I'm not referring to eBay purchases but they also would have factored in PayPal fees in the selling price. I'm talking about from manufacturers in china

Yeah, makes sense. I usually only use eBay so no extra fees...:)

What you do want to know, is that paypal's currency conversion rate is crap.

There is a clause in eBay that you are not allowed to charge extra on top on the sale price for the item you sell just to cover the Paypal fee. If they do, they can be reported for this. The seller must wash it into their sale price.

O.k Finally got my coin back. I just lodged a dispute direct with PayPal. Took them around two weeks until they said, heres your money back...
