Installing new TPS

The manualy only talks about ohms when installing a new tps, but breifly talking to an auto tranny expert in VIC he said to set it by volts, does anyone know what the voltage should be atclosed position and voltage when throttle openen?

If I have it adjusted too little I get the lockup, unlocking all over the place, but can still get the system into diagnostic mode, and it unlocks as per the manual if I take my foot off the pedal. if I over adjust it the lockup problem almost goes away but can not get into diagnostic mode and does'nt come out of lock up when I take my foot off the pedal...
