What are the laws around drilling holes in center pillars on the inside? I want to attach barrier to them?

Do you mean the "B" Pillar? Where the front seat belts are connected?

The Milward cargo barrier attached to the hole in the top rail where the rear seat grab rail bolts in I think?

I've got one im about to cut in half so my draws can keep coming thru. I just want to anchor 2x 10mm bolts with brackets i'll make.

Use Rivnuts .[nutserts],
When seat belt laws came in years ago they just drilled straight through the "B" pillar to bolt seatbelt in
Try to pick up existing holes where possible, may need longer brackets ???

I put a bolt thru from the inside and nutted it,

Still need to neaten brackets, change bolts. It will fix to my draws once made.
