Just changer the glow plugs in my td42 and niticed oil in the air filter housing and intake manifold, is this normal?

Yes it is normal, it's condensed oil vapour from the PCV (positive crank case ventilation).

Thats good to know, is it worth while throwing a cleaner through it occasionally

Absolutely. Eventually a mixture of both crankcase blow-by and exhaust gases from the egr system will clog your intake.
Subaru sell a foaming type intake cleaner. Autobarn and places like that also sell different versions of intake cleaners.

I would remove to clean, if you deem it necessary....
