what are the 2 black pipes for on the bottom left hand side of my carbie for? they are bottm middle in photo. should they have a hose on them?

Mine is an RB30 carby. I think this is the same one. The pipes you point out aren't open. In other words they don't do anything that we need to know about. They can't be the culprit of the problem you are having. giving a carby a good service with carby cleaner and a high pressure air might fix your issue.
It may worth putting a carby repair kit through. Then adjust the idle speed and idle mixture screws.
You may need bit of fiddling with the screws(without over tightening them) to get the right mixture and idle speed. I just took the car on to the road with a flat screwdirver and kept adjusting both until i got the desired pick up and cruising effect from the carby.

What is your problem
Also check your brake fluid its low
The TB42 and RB30 carbys are very siamare.
Cgheck that the 3 crews are tight while you have the carby off (3 brass screw at the bottom of carby)
While you have the carby of (if its a rb30) do the heater mod it will give you a little bit extra go
