Any info you have will help pin point your issue. What have you tried so far?

Does it actually turn over but not start?

ok sorry to pick, but from your answer it could be alot of things like:

your out of petrol, battery is flat, key isnt in the ignition etc.

just a suggestion, but try giving some more detail. maybe like " my 2,8L diesel motor, from year 1999 isnt firing, the motor is turning over, but it coughs when i try to start the car, ive checked the fuel and its ok, all electrics look like they are plugged in where they should be but no joy..."

Assume motor turns over but does not fire, then it may be a fuel pressure problem in the lines. Try hand pumping the line and see engine starts

Continued from above:

Under the bonnet on the drivers side, roughly over the wheel is a round piece of plastic. It is on top of the fuel filter, and a bit bigger than a milk bottle lid. It is the fuel priming pump. Push it down a few times, noting whether it is hard to pump or easy, or changes from easy to hard.

I would definitely say the key is not in the ignition.
