Is the TPS on a 4.2 carby repairable, if so what steps are needed to clean it out and repair it?

I have heard of people pulling them apart and giving them a good clean with contact cleaner but I haven't done it myself. What is the reason you want to clean it?

Its dointg some wierd things, if I have it set in proper position have greif on hiway with converter lock up, if I set it at different setting improves the converter issue but does othert wierd things like if I take my foot off accerator the converters stays locked up. its almost like there is a worn or damaged bit inside....drive around town fine only when on highway have issues...

Is it maybe a converter issue?
Pretty sure you can pull the TPS apart relatively easily and clean with contact cleaner. Hopefully someone will come along that has done it.
They are not too expensive to replace anyway

Hmmm ... sounding more like lockup solenoid to me ... the solenoid locks up the converter at set voltage inputs that do come from throttle position, but also revs.
Moving the TPS will be changing the throttle position reading causing the box to change up and down gears (as it plays a part in controlling this also), and would be affecting the lockup potentially in the way you describe.
Not sure it would be the TPS, but easy enough to check I guess. Hope it is for you mate, however you may possibly be off to the mechanic to have the valve body pulled off and a new solenoid fitted.

I have read on forum to cut the solinoid wire and wire up a 12V feed to it with a switch, if I do that it locks and stays locked until I turn switch off, so that would be telling me solinoid is working...

You do realize that at highway speeds the converter is supposed to stay locked up under deceleration up till about 65 - 70km/h to assist in engine braking in lock up /overdrive ( a fifth gear for economy)
Its normal for it to lock up under cruise on flat rd with no load for the economy effect!!
