I went out to adjust front wheel bearings on my GQ and I locked the side I replaced the seals in and the wheel spun freely??

So I jacked up the other side and I could not spin that wheel as I expected..??

Now my hubs were the auto locking type that have been converted to manual locking.

So is this normal to be able to still spin one side???????????????

The hubs are locking onto the shaft??
