2.8TD starting issues / glow plug light flashing

G'Day all. Hope someone can lead us in the right direction. Brother-in-law up from melbourne with his GQ 2.8TD. He changed glow plugs before driving to Wodonga last night. This morning the truck would turn over but not fire. I cleaned and tightened the connections to the busbar and it would then try to fire but still wouldn't start. When you turn the key to do the glow plugs the light goes off after a few seconds but then comes back on and flashes continually. Looks like it has 2 glow plug relays and the busbar gets 12v at its 2 connection points but it doesn't last very long. I need to get him home tomorrow and I hope we can roll start it but am wondering why the light keeps flashing. Is a relay a bit dodgy. Also a bit smoky while trying to start. Regards Brett

Gq rd28 has initial glow light comes on for a few seconds then goes away then continues to glow at half voltage afterwards.
The front 3 glow plugs are different to the rear wich have an extra rail attached i think maybe they are not wired up right .
I fitted a 4.2 and still have the rd28 glow circuit with afterglow disconnected and the light keeps flashing until temp rises.
