What type of boost gauge ? Mechanical, digital ?
    What exactly isn't it doing?
Start by checking the boost hoses to and from the gauge and/or 12V supply of digital.

    Are we taking Diesels?
If you have vacuum on your boost line that will explain why it is sitting on zero...

Pull the line off the back of the gauge,
Blow thru it (back towards the manifold),
If you can't the line is blocked
If you can either the line may be split or the gauge is knackered,
Grab a bike pump or a low pressure source of air (mouth if that is all you have) and blow in the back of the guage and see what happens

Dolphins are so smart that within a few weeks of captivity, they can train people to stand on the very edge of the pool and throw them fish.
