Rotate the wheel 180 degrees on the rim, which makes the heavy spot on the rim now the light. Which now requires less weights.

    Couldn't agree more. It's farkin horrible ...
I gave up trying to fix mine. Multiple tyre balances and rotations . Wheel bearings . Pretty much every bush up front got done ...
Nowadays I just sit below the 90kmh death wobble sweet spot ...
I'd rather others shake their hands at me for going slower, than my car shaking the hell out of me.

Are you saying the rim is out of balance without the tyre on it?

What I believe Jaysee is trying to say is that if the tyre/wheel combo needs a lot of weight to balance the the tyre should be popped from its bead and reseated approx 180 degrees from where it started. This would then hopefully require a lot less weight to be applied to the tyre wheel combo. Unfortunately there are stuff all shops that really practice this anymore.

I believe you are correct mate. Thats exactly what I was trying to say.

The last tyre place I went to, I asked if they would do that to reduce the amount of weights and they did.

Mate that suggests the rim is unbalanced too, that is not ideal!

Yeah I was thinking thats what he was trying to say today. But, it could also make balancing worse too. But yeah, how many shops would spend the time rotating a rim.
