My sister works for a government department(Dept social services) and the last two years been doing bugger all, because her manager/supervisor is too afraid to ask for more jobs to do to make themselves useful as it may draw attention to the fact they don't have enough to do and then be made redundant. unfortunately I think it's an attitude like this that is systemic within the public service, regardless of the governing party. The ministers can't be expected manage the tens thousands of people under their title, and unfortunately the people below them just do the bare minimum to receive their salary each week. How to you fix a system that is so deeply broken...

Company I worked for used to outsource IT services and equipment to both federal and state government departments and I can tell you that any hardware refresh would be a minimum of twelve plus months lead time. Procurement policies in the Federal Government are extremely stringent. I can guarantee that nothing gets by without due diligence and a cost benefit analysis. Most of the hardware is actually owned by the outsourcing companies and fully accounted for.
Now pork barrelling is a whole different kettle of smelly fish, easy to promise swimming pools, carparks etc. Just don’t expect them to ever be built.
