It could suggest that yes. You would hope an experienced tyre fitter/mechanic would know this. Its as easy as removing the tyre and spinning the wheel up on the balancer to check. You could also do this check prior to fitting the tyre. Even go as far as to balance the wheel and then fit the tyre and balance again.
I was also merely pointing out what jay see was trying to say amid the confusion.
@mudski . Yes it could make it worse but you will never know unless you try. And more often than not these days guys will happily throw 100g+ of weight in one spot which seems excessive.

Can they spin just the rim on a wheel balancer to see if it has a balance issue? I've never seen it done, but ...?

Swapped out the mechanical boost gauge today for a VDO electronic unit. The mechanical wasn't getting a good signal as the capillary line was restricted. New one is very reactive and boost is looking more like I expected it at 16 - 18psi out of the nominal 20psi pulley set that on the s/c, allowing for the press drop across the i/c

Regarding the wheel balancing.
Someone told me about the 180 degree spin years ago and never really worried about it until the last set of tyres that I brought. I mentioned it to the tyre shop and they did it. I did drive out with over $2k worth of tyres and rims.

Would recon as part of wheel rim new manufacture production lot acceptance, a random sample quantity would be subjected to a spin up balance compliance test.
Recently also was experiencing 80-85 kph wobbles (33s M/T), balanced twice, pretty sure bearing were OK and then swapped fronts to rear and fixed.
