The quarry wasn't bought by a 4wd club. It's still council controlled. The reason it was fenced off was not just because of someone trying to sue the council for hurting themselves there, its was also because of 4wd's and bikes continually driving on adjacent private properties through fences, whether the fences were down or not and the situation and potential for more issues was escalating.
Only clubs can get access now. The requirements for club access are:
1) club has to be an incorporated body
2) club haves appropriate PL insurance
3) club must be a member of their states or national body of the clubs genre
So not just any group of hoons can form an incorporated body with PL and get access.
