Welcome to the forum. No the high revs are not normal at all. Is it EFI or a carby? Long periods of using LPG, dries out the rubber components, especially in a carby.

Sounds like a sticky linkage to the butterfly. I have the idle speed on my RB30 up a bit more than normal, but it should be in between 650-800 rpm.

I've a had a bit of a search, but can't seem to find the exact figure.
