Yea that sounds about right usually only does it on first start up of the day or if it's been left awhile

Yeah, but it ECU shouldn't do that randomly, should it? May be it's not that random as OP says, but only when the engine's cold started.

Stepper motor in where?!!
I reckon you experience high idling revs for too long when engine's cold started. Ideally it should settle once the engines warmed up, but that can be some time in cold weathers. Replace the cold running thermostat asap though. No good can come out of it, as I've experienced with mine.
Choking method in EFI ones afaik is the ECU causing the injectors to spray extra fuel.

i think he's referring to the idle bypass motor.

All good, found out I've got a sticky cable or something if I push up with my foot on the accelerator and it idles nice.
