could be your tps (throttle position sensor)???
pull it out and spray some contact cleaner in there to see if it makes any difference

Those boost controllers are like the Dawes and Tilix. Wind in for more boost and out for less. IF you are getting limp mode symptoms this may mean an over boost issue. But the cause can be a dud maf, incorrectly set controller, hole in the intercooler will also give poor performance.
If its not revving whilst sitting there with no load i doubt its the intercooler or wrongly adjusted controller. A dud maf can do this, blocked fuel filter too. Block air cleaner????
Bad fuel??? Possibly many other things too..

Mine was doing that as well and I have a feeling it is the boost sensor on the intercooler. When I was driving home it felt like I was being held back. Took my foot off the throttle and accelerated again and it was fine. Try turning your boost down a bit and see how you go.
