Is this common? I just changed from the stock 17" alloys to 16x8 steel rims , no idea offset as I bought them used a few years ago. But I've noticed the same thing, drivers side hangs out past guards , passenger side doesn't

It's a Panard adjustment. This is the reason you need adjustable Panards when going taller than a 2" lift. The difference gets bigger the higher the lift.
