Suspension lifts

Hi I hope someone might be able to help clear this up for me.
I have a 2.8TD 99 GU Patrol which in about a years time (after my wedding) I will be looking to put an LS1 engine in it. I have been doing a lot of research and this will roughly cost around 15k. Not sure about engineering certificate cost in Darwin though.

My question is , I have a 2inch lift on it at the moment and I'd like to install a 4inch with 35's after I put the new engine in.
Can a 4 inch lift and 35's be approved by an engineer in Northern Territory? I have been reading the Nissan patrol forum for answers and reading the VSB14 rules but I'm a little confused with what can be engineered and what's legal.

I know these types of questions get asked often but I was hoping someone in the NT might be able to help.
