    The water is suppose to be able to drain away from there. But dirt and crud can block the waters passage and it sits and does what you have pictured.

    Would it be a good idea to remove the cover and turf it, so the water dries out quicker?

    Its what I do with mine. You can also see if crud is accumulated and clean it accordingly.

    Yer it was full to the brim with crud when I took the cover off dont know how one side is full other side clean as.
    Ive put some converter on it but I dont know if its going to go right through it
    I got told today that heating rust will pop it off to see whats left then protect it
