thermo fans

Hello guys and girls. I have one that's doing my head in for some time now. I know that my thermo fans come on when running my a/c but of late they dint come on at all. Now I have tested fuses and relays all good even put meter on power wires running to passages side fan and on both power wires I get a reading of 14.18v. What has got me stuffed is that the passages side fan is not working and I guess that will stop the drivers side. Am I correct and do I only replace the one or both. It's a 2001 4.5 ltr gu patrol
