BIG & BALD
Makes sense as you can get fined for not having stuff tied down in a trailer so would be same with a boat.
But it is a bit petty of him to give a fine like that. And that much also.

We legally I don't think they have a case
Read page 170 of the below document, I don't see it stating it must be tied down to the rear
http://www.ntc.gov.au/filemedia/Repo...04FullCopy.pdf
Time is never wasted when your wasted all the time
WARNING: Towballs used for recoveries can, and do kill people and damage property.

Over all i rekon thats a load a bull dust!! I know for the safety of your boat you should strap down the transom to the trailer and have the safety chain incase the winch lets go for some reason BUT not a fine at least a warning or a heads up!!

No heads up or warnings anymore , I'm a rep so on the road all day , 14 years with no fines picked up 2 before Xmas 3 points $325 each both at the bottom of hills , find I spend more time watching the speedo than the road these days , but what gets on my goat is for 1 of them the car beside me was on the phone and drinking a coffee and I get done for 10 k over in a 4 lane road
