Possible it could have been locked for mine spec they do all sorts for safety even pure mine vehicle that never leave site only have low range installed or electronically limited.
Manual hubs do come standard on dx gu patrols my gu dx has them

Locking the hubs locks the axle to the wheel hub. If its warm it'll be fine. If its hot, ya bearings are either too tight or loose. Prob too tight. It just means your wheel will turn your axel and diff/final drive & prop-shaft.
Thought about ringing the mine, or a Nissan dealer near the mine to see what they actually do? This might answer your issues.
Loctite, depending on what type needs force or heat etc. Clean em out with diesel, kero or WD40 & see if something is obviously stopping the hubs from unlocking.
