rd28t no power - ...alot less than its meant to be!

ok so my mate has a gu 2.8t same as mine. hes got no (accelerating) power at all, i clamped the wastegate actuater hose (not sure the proper name) and presto she had power again, does anyone know if this is a flogged out wastegate or maybe the pressure actuater is faulty. has anyone had a similar problem ? just wondering if i should replace the whole turbo or not.
