I would keep soaking them with the WD40 and turning them back and forth until they free up. Patience would be they key to success.

D'Aguilar national park is a good start and there's a few campgrounds in there as well. Went there couple of weeks ago and the track was easy, they also have moderate and difficult tracks as well....
