I pulled it apart and freed up the gears gave it a little lube. Now works perfectly fine

Sounds like a good plan. Try and prime it a bit.

Still doesn't fix fuel issue. But. Bit by bit. I'll iron out the issues

Yeah. It actually went clockwise past the half way mark and went in to the vaccum side. So looking at the positive scale I think it's sitting at 120 kpa positive pressure
