I have one of these for keeping cool in the pits at speedway before races, with high fan setting & low water setting it still gets things pretty wet.

A work mate put his behind the grill (GU VII), used the existing fan mounting holes (where no fan is fitted). We had some heavy aluminium angle that was perfect for the job.

You can't get -30 psi of suction, atmospheric pressure is only around 15psi absolute, -30 in,Hg maybe. You physically can not get too much vacuum.

I fitted an extra clamp for a jockey wheel on my boat trailer, by winding the main one up as high as it goes then attaching the second one it allows me to lift the towbar much higher for wash down.
A workmate mounted his Redarc in front of the radiator, used the fan mounts that are vacant on newer Patrols. Hard to get better airflow than that.

Measure the voltage from battery +ve to glow plug bus, over half your voltage drop will be here, the rest on the earth return.
