Yes it is held up against the hawse when the rope is taut. The black rubbery covers prevent it from sliding all over the place . Very neat.

Don't know John, about legality. It isn't sticking out past the furthest front point of the b. bar.
I have one that arrived with my Runva winch. Just search winch thimble on eBay there are a few including the Runva ones.
