your doing it the hard way... be lazy... go to jaycar/ebay and buy a headlight warning buzzer.. a depending on the kit you buy 4 wires to wire up

i tried this in another car, used LED bulbs for headlights bad idea... didnt work very well and since they are big LED's they and created too much heat around the base of the bulb (driver units). not...
put a multimeter on the battery and see what its charging at (should be around 13.0-14.6v). an alternator rebuild would be cheaper.
run a new ground to the body of the car, then if your still having the problems get your multimeter out and check how good the ground is through the illumination wire on the OEM harness.
do the big 3 while you got your alternator out.
personally running a new ground to the chassis isnt going to hurt your car, if anything its going to do you car good.
i think its your wiper stalk not getting enough power, so when you turn on anything it dips for a bit in power and gets it back again, depending on how your car is programmed factory (new to patrols)...
i ran one up the windscreen for a customer before.. he had 4 spot lights and it drew too much power. we ended up cutting out some of the sikaflex holding his windscreen in, put the 8GA power wire in...
