Looks to me that it is an IR receiver for cruise control. Would have been buttons stuck on the side of the steering wheel that use IR to communicate.

Not familiar with the vdo gauge, but I wouldn't as it may be calibrated to that length. Curl it up and hide it somewhere would be my advice.

The boost gauge in your link also displays vacuum which is not needed, I would search out one that displays the range of 0 to 30psi boost only which will give you a better scale and more accurate...
Our 06 is due for rego and just looked at the papers, it has the code PVF for shape. So guessing that is Panel Van, don't know what the F is.

How old is your second bat? I'd be thinking it's not holding charge any more. It could also be voltage drop over the cable run from front to back, in which case what TimE said would work or heavier...
