Sounds like the classic hot start issue. Search for "advance plate" on the injector pump, should bring up all the info you need. It's about a $40 part for the plate and o ring.

I know of one country based 2.8 GU that is getting about 11L/100KM. That would do less city, so im not sure if 15L/100KM's is to much.
