Depends on what state you are in SA still have written they need to be in pairs but have been getting lenient on them but if they want to push the point the can do you for them.

Just got back from walking the dogs. Two more houses are going in not to far away from our place. What made me angry is that some stupid tool has used an earthmover to stack boulders across the creek. My neighbours place will flood with them there.

That changed in December 2013, it is now legal in SA to have lightbars that are not in pairs.

If you have a vehicle that seems defective, they will pull you over, if he is still there.
I also drove past that accident in Yea. terrible sight seeing the accident vehicle on its side/roof and seeing the Coroners truck there too
