Can you see the actuator actually holding on?
You can just remove it and bump your idle up to around 800 to compensate.

sticky backed Square pads that except a small cable tie.

I've even had brand new tierod ends faulty.
ebay items, had to throw all 4 in bin and replace.
Local bullseye supplied at similar price, and problems solved.

Unfortunately sealing up the starter motor will not stop the water...
It's more then likely a problem with mud stuck around the brushes or between the armature and poles in the starter motor then a problem with the solenoid.
You can pull the starter motor off, strip...
Make sure the battery terminals are clean and tight, also check the main earth connection to the engine and starter motor.
After you have tried to start it, feel the battery cables and terminals....
Maybe you could try shorting the starter motor?

If it is the starter motor, an overhaul would be cheaper than buying a new one.

Replacement hinges & new bailey channel is the way to go...... Its a bit of work but will last for years so its worth it IMO.....
