Just checked mine for you, and when turning the key to glow - the pressure still remains low, but when I turn the key to start, it immediately goes to around 5000 PSI

It could be a leaking injector, as it either has to be the pressure relief valve or an injector, for the rail pressure not to come up to spec. I guess it could also be a worn pump, but that would be...
