1. find a steel pole at work thats not being used that will house the shovel
2. cut said pole to length required
3. bur of the ends so it wont damage the handle
4. find some nuts and bolts around work thats just doing nothing and maybe some wing nuts for easy winding
5. place wing nut on top of bolt and weld to the top
6. measure out where you would like to have the bolts sit and drill holes for the nut to sit above the hole
7. screw both nut and bolt together and place in the holes and weld nut to the pole making sure that the bolt will wind in and out smoothly hence the wing nut
8. grind wher you want to weld for better weld
9. place pole on roof cage and clamp down so it wont move when welding
10. place a heat mat down to stop the flake from damaging windows or paint job
11. once you have welded pole to cage place shovel in and have a look
12. paint the weld and pole to help prevent rusting.

walla you know have a shovel holder at the cost of bugger all.
