31 inches is about 626mm, so, that might be the circumference. Mmmmmmm. Maybe not. It may be the overall diameter: rim diameter (15") plus 2x side wall height... So, a side wall would be 8".

10.50 is about 267mm; so that might be the tread width (approximately a 265).

Suppose there is an imperial tire calculator somewhere on the internet.

31 x 10.5 x 15 tyre = 267 / 76 R 15
