My RD28eti will not stop. good thing you may say, but seriously it continues to run when i turn the ignition off. what would make this happen?

I'm pretty sure they've got a fuel shut off solenoid, if that isn't shutting off the ol' girl will keep on running.

May be it is Turbo timer in your alarm system?
In my Tomahawk this function is turn on and my engine is working for 6 min more after I turn the key and remove it.
Try to push the brake pedal after key removing and if the engine stops it means you have turbo timer function.

could also be running onits own engine oil
