How Does GQ Rotor Button Work ?

I understand the how it works but the part im not sure on is the governor on the rotor im guessing the faster the rotor tuns the further it throws out the mechanisim with the springs on the rotor and the contact governs the output my question is why govern the output wouldnt more be better ??
