RD28 Eti

guys i have an "99" GU patrol wagon with an RD28 Eti.
i recently purchased a turbo rebuild kit. Does anybody know how easy it is to rebuild the turbo?
It is a Garret 701196-5007s turbo.
Garret have told me to go to their dealer.
Nissan have told me that it cant be rebuilt, but i know how Nissan have given me a load of **** on other occasions.
Is anybody able to help please?

Rebuilding a turbo is not a DIY job, specialist equipment is needed to ensure the components are finely balanced. A turbo spins at about 150,000 rpm and even the slightest imbalance will cause catostrophic failure.
