Is it able to be modified to fit a low mount winch.

Yep. It's the same as the Nissan factory winch bar. The only difference is the factory bar had knockouts pre-laser cut in the bar to access the free spool lever and drum, a hole in the bar at the front for the fairlead and a but of extra plate welded inside the bar for reinforcement for mounting the winch.....
I would have done the mods myself (or had someone else do them) had I not found my winch bar when I did.
