Smoking Engine fix pump timing tool

Just an update to my smoking engine fix by the diesel injection pump timing which stop all the smoking was wondering about the tools that is used for this adjustment. I have a picture of it here.

A bit scary that the price is POA! If you have to ask you can't afford it. At least in my line of work I could claim it as a tax deduction, then I would need to learn how to use it, find factory specs etc.
