This comes up quite a bit so hopefully this can help.
The maximum size of pictures allowed to upload onto the forum are 3.9mb. The formats allowed are .jpg, .jpeg and .png. This pretty much covers all photos taken from a digital camera.
If you are having issues trying to attach pictures then right click your mouse over the file on your computer, select "properties" then check to see if It's bigger than 1.9mb.
Here's how to reduce the picture size....
UPDATE: Thanks to 04OFF for this suggestion. Go to http://imageresizer.codeplex.com/releases/view/30247 and download the resizer program for Windows 7. It only takes a couple of seconds to download and then all you have to do is right click over the image and seelct "Resize Image" and then select what size you want it....Easy!!!
It will resize the image and create a second file for it so it doesn't overwrite the original photo.
FIRSTLY MAKE A BACK UP OF YOUR PICTURES SO YOU CAN KEEP THE ORIGINAL FILE SIZES.
Right click with your mouse over the file you wish to reduce and select "open with" then select "paint"
This will open the picture up in Microsoft Paint to reduce the file size. Below are instructions on Windows XP and Windows 7 programs.

Once the above is done and the picture is opened in Microsoft Paint simply select "image" at the top of screen and then "Sketch Skew".
Change the "Horizontal" to 50% and change the "vertical" to 50%
This will reduce the size of the image, now just save it.
Check to see if It's under 1.9mb. If It's still over then repeat the process. You can also change the percentage to whatever you like to do it in one shot. On average a file size around 8mb will need to be reduced up to around 70-80% and a file size around 3-4mb will only need 50%. Trial and Error will get you there.

Change the "Horizontal" to 50%. The vertical will change to 50% as well.This will reduce the size of the image, now just save it.
